Co-owner of Bill Hall Jr. Trucking charged in $9 million fraud scheme

Texas authorities arrested the former co-owner of Bill Hall Jr. Trucking in connection with a multi-million dollar payroll and insurance fraud scheme.

 

This week, Francis Hall, 59, surrendered herself to police in Bexar County, Texas.

Hall was indicted for fraud by a grand jury in Travis County, Texas, on June 30 and has been wanted since June 30.

 

According to a news release from the Texas Department of Insurance, investigators discovered that “between 2009 and 2016, Hall allegedly provided false payroll information to Texas Mutual Insurance Company and concealed payroll reports to get lower insurance premiums on their extensive gravel hauling business. The scheme allowed the company and its owners to avoid more than $9 million in premium payments.”

“The Texas workers’ compensation system is funded through premiums that employers pay,” says Travis County prosecutor Jessica Bergeman. “The system relies on the integrity of all who participate to ensure that workers’ compensation is viable and able to protect injured workers.”

If convicted, Hall faces up to life in prison and a $10,000 fine.

 

Frances Hall and husband Bill Hall Jr. co-owned Bill Hall Jr. Trucking, which specialized in gravel hauling.

In 2016, Frances Hall was found guilty of murdering Bill Hall Jr. in Texas three years prior. While pursuing Hall’s mistress Bonnie Contreras on Loop 1604 in San Antonio, Francis Hall rammed Contreras and also struck her husband’s Harley Davidson motorcycle. He died from his injuries in a hospital a short time later. Frances Hall served a two year sentence following her conviction.
