New Louisiana Law Offers Insurance Discounts to Commercial Drivers with Dash Cams and Telematics

Starting January 1, 2026, commercial vehicle owners in Louisiana may see reduced liability insurance premiums thanks to a newly passed law that rewards the use of dashboard cameras and telematics systems.

The measure, House Bill 549, introduced by Rep. Schamerhorn during the 2025 legislative session, mandates that insurers offer discounts on commercial motor vehicle liability policies for qualifying technology installations.

According to 103.3 The GOAT, the goal of the law is to boost road safety, reduce fraud, and cut costs for commercial fleet operators across the state.

Who Qualifies?

To receive the discount, policyholders must:

  • Install and maintain both a dash cam and a telematics system

  • Ensure the equipment is active and functional throughout the policy term

  • Meet technical specs outlined by the Louisiana Commissioner of Insurance

  • Provide documentation (e.g., vendor certificates or data reports) to their insurer, including annual proof of compliance

Surplus lines insurers are exempt, and the discount applies only to liability coverage, not collision or comprehensive — unless voluntarily extended by the insurer.

Loss of Discount & Reinstatement

If the systems stop functioning and are not repaired, the discount will be removed at the next renewal. However, it can be reinstated once the policyholder provides valid proof of compliance.

Accountability & Reporting

To monitor the law’s effectiveness, insurers must submit annual reports by March 1st tracking:

  • Number of vehicles receiving discounts

  • Total savings issued

  • Changes in claim frequency or severity

Starting June 1, 2027, the Insurance Commissioner will present yearly summaries to the Louisiana House and Senate Insurance Committees.

With Louisiana often ranked among the costliest states for vehicle insurance, HB 549 is seen as a promising step toward lower premiums and improved driver accountability for commercial fleets.
