Indiana Governor Announces Plan to Revoke ‘Hundreds’ of Illegally Issued CDLs, Proposes $5,000 Driver Fines and $50,000 Carrier Penalties

INDIANAPOLIS, Indiana — Indiana Governor Mike Braun announced new measures aimed at revoking illegally-issued Commercial Driver’s Licenses and penalizing trucking companies that employ unqualified drivers.

On Monday, February 23, 2026, Governor Braun issued a statement outlining plans to improve roadway safety by removing unqualified commercial drivers from Indiana highways.

“Recent cases of illegal aliens driving commercial vehicles involved in fatal crashes has brought attention to this issue. In the last month alone, Indiana has experienced multiple fatal crashes caused by illegal immigrants with CDLs driving massive commercial trucks,” Braun said.

Proposed Legislative Changes

In partnership with Indiana Attorney General Todd Rokita and State Representative Jim Pressel, Braun announced what he described as a first-of-its-kind amendment designed to strengthen the state’s CDL licensing process and enable Indiana to remove CDLs issued to individuals who are in the country illegally.

The proposed amendment would:

  • Strengthen the process for CDL licensing.

  • Allow the state to revoke CDLs issued to illegal immigrants.

  • Create new penalties targeting non-licensed drivers and the companies that employ them.

  • Strengthen enforcement of English language proficiency requirements for CDL holders.

Under the proposed legislation:

  • Improperly licensed commercial drivers would face a $5,000 fine.

  • Trucking company owners who employ an illegally licensed driver would face a $50,000 fine.

  • Non-licensed drivers could face a Level 6 felony charge.

Representative Pressel emphasized that the amendment would ensure CDL holders can read and understand traffic signs and law enforcement instructions in English and would revoke CDLs issued without proven proficiency.

“Keeping Hoosiers safe on our roadways is a top priority,” Pressel said. “This amendment ensures everyone receiving a license to drive commercial trucks can read and understand our traffic signs and law enforcement safety instructions with proficiency, revokes CDLs issued without the proficiency proven and cracks down on drivers still operating without a valid CDL.”

Ongoing Enforcement and Audit Findings

Governor Braun stated that following a recent federal audit of Indiana’s non-domiciled CDL program, the state has already begun removing “hundreds” of illegally licensed truck drivers from the road.

Braun also referenced an enforcement initiative known as “Midway Blitz,” conducted last fall. During that operation, Indiana State Police arrested 223 illegal aliens on Indiana highways near the Illinois state line, including 146 truck drivers, according to the governor’s office.

“As the Crossroads of America, Indiana must do all we can to ensure our roads are safe,” Braun said. “In addition to strengthening our CDL licensing process, Indiana will revoke the CDLs of drivers who are illegal immigrants and penalize companies who employ them. Through strong enforcement we will keep our roads and highways safe.”

Attorney General Rokita added that while the state already has authority to revoke a license for public safety risks, the proposed statutory language would make revocation mandatory in cases involving illegal immigrants.

“We’ve seen horrible accidents on our roads—terrible tragedies that ended in fatalities—all caused by illegal aliens driving commercial vehicles they had no business operating,” Rokita said.

The proposed amendment now moves forward in the legislative process.
