Philadelphia Tow Truck Driver Identified After Fleeing Scene Where Detached Vehicle Struck and Killed Motorcyclist Head-On

PHILADELPHIA, PENNSYLVANIA — Investigators have identified the tow truck driver who fled the scene after a vehicle detached from his truck and struck a motorcyclist head-on on Frankford Avenue, killing him Saturday afternoon.

The crash occurred around 4:15 p.m. on Saturday at the intersection of Frankford and Torresdale avenues in the city's Frankford neighborhood. Jason Harvey, 39, of Southampton, Bucks County, was riding his motorcycle southbound on Frankford Avenue when a vehicle being towed by a pick-up tow truck detached and struck him head-on. First responders rushed Harvey to Temple University Hospital, where he was pronounced dead a short time later. The tow truck driver fled the scene following the crash.

Surveillance video helped investigators locate the truck — a modified pick-up tow truck marked with the signage "Hooked Up" — unoccupied in the parking lot of an apartment building on the 1000 block of East Lycoming Avenue, approximately one mile from the crash. The vehicle was later processed for evidence at the Philadelphia police tow lot. Law enforcement sources confirmed the driver has been identified and authorities are working to bring that person into custody. Investigators also contacted the towing company involved, though it has not been publicly named.

Harvey was remembered by his family and community as a warm, beloved figure. "Jason was a caring, goofy, loving person, who could make friends with anybody and always had a smile on his face," said his brother Justin Harvey. Justin told FOX 29 that Jason called riding his motorcycle "wind therapy" and believes his brother died doing what he loved. Harvey's sister described him as a genuinely good soul who was very affectionate. A growing memorial appeared on Frankford Avenue, with signs reading "You will forever be missed and always loved."

Harvey's death marks a second devastating loss for the family. His 9-year-old daughter was killed in a house fire in North Philadelphia in 2017. His family said they believe Jason is now at peace with his daughter.

No arrest has been announced at this time. Anyone with information is asked to call Philadelphia police at 215-686-TIPS.

All defendants are presumed innocent until proven guilty in a court of law.
